I am on Part 2 and my child is having difficulty with their storytelling skills, but is doing really well in their decoding skills. Can I still move on to Part 3?

Yes - your child can keep practising their storytelling skills during Part 3. Some children take a bit longer to feel confident with storytelling, which is why this skill group is meant to be developed alongside others. If your child is progressing well with decoding, they’ve got the foundation to move on to Part 3.
